You know how you're supposed to call 866-OUR-VOTE if you're having some problem - whether machine, or human error, or whatever - with voting in a US election? The people on the other end use EIRS (the Election Incident Reporting System) to record the problems, to gather more-than-anecdotal evidence of problems. Over 40,000 incidents in 2004; far fewer in 2005, when fewer people voted and we didn't advertise as much.
